Event Description 
For two decades, the Salem-Keizer Student Threat Assessment Team (STAT) has been a national gold standard for student behavioral threat assessment. In 2008, Salem-Keizer Public Schools created a parallel model to address problematic sexual behavior (PSB) within a K-12 student population. Based on research, best practice, and state and federal statute, the Sexual Incident Response Committee (SIRC) examines problematic sexual behaviors through a developmental lens for the purpose of intervention for the student of concern, the mitigation of risk to others, prevention of PSB and interventions and supports for those who have been impacted by the sexual behavior of students. 

SIRC addresses a broad spectrum of concerning student behavior, including but not limited to: 
  • sexually reactive behavior correlated with trauma, 
  • students with developmental or cognitive impairment with a nexus to PSB, 
  • student sexual harassment and sexual misconduct that is criminal in nature.  
Built from a collaborative, multi-disciplinary and multi-agency structure, the team operates a regional system that serves school districts and the surrounding community.  SIRC encompasses critical community partners including public mental health, the regional child abuse assessment center, DHS (Child Welfare and Developmental Disabilities), various LEAs, juvenile justice (both county and state level) and the District Attorney’s office. 

This system training will outline how collaborative social service and school district partnerships can foster a developmentally appropriate response to problematic sexual behaviors, maximize intervention and support for youth of concern and their families and most importantly, foster both a sense of psychological and physical safety within schools.

Event Objectives 
  • Provision of all forms, protocols, and ancillary documents necessary to implement a comprehensive SIRC system
  • A survey of research specific to PSB in children and sexually harmful behavior in teens
  • A review of the dynamics of concerning sexual behavior within special education student populations • An examination of how to mitigate bias through collaborative assessment and training
  • Direction on use of the Level 1 SIRC protocols for site-based teams
  • A review of a centralized and community-based Level 2 SIRC team
  • Application of intervention, supervision, and support plans to mitigate student sexual harm
  • A review of the intersection between the SIRC process and state/ federal sexual harassment regulations
  • An examination of restorative practices to influence personal safety and healthy sexual development specific to porn, nude image exploitation and affirmative consent
  • Case study exercises examining a full spectrum of concerning sexual behavior

Who Should Attend School Administrators, Special Services Directors, School Counselors, Social Workers and Psychologists, School Resource Officers, Mental Health Clinicians who support school safety systems, Juvenile Justice and other youth serving agencies.

**In addition to receiving PDU’s, participants who need CEU’s are eligible to receive them upon full attendance of the two day event. Due to low enrollment, we will be shortening this session to 1 day. The cost is decreased to $150.
