Sexual Incident Response Committee (SIRC) Training - May 27 & 28, 2025

Event Details


The Sexual Incident Response Committee (SIRC) is the assessment of problematic sexual behavior and sexual harming behavior of students K-12, post high and early childhood using a level 1 and level 2 process.

 2-Day Key Course Content:
  • Provision of all forms, protocols and ancillary documents necessary to implemented a comprehensive SIRC system
  • A survey of research specific to Problematic Sexual Behavior (PSB) in children and sexually harmful behavior in teens
  • A review of the dynamics of concerning sexual behavior within special education student populations
  • An examination of how to mitigate bias through collaborative assessment and training
  • Direction on use of the Level 1 SIRC protocols for site based teams
  • A review of a centralized and community-based Level 2 SIRC team
  • Application of intervention, supervision and support plans to mitigate student sexual harm
  • A review of the intersection between the SIRC process and state/ federal sexual harassment regulations
  • An examination of restorative practices to influence personal safety and healthy sexual development specific to porn, nude image exploitation and affirmative consent
  • Case study exercises examining a full spectrum of PSB across K-12 communities 
 
Trainer, Shelley Rutledge
Shelley Rutledge is the lead school psychologist in sexual incident assessment and management for Salem-Keizer Public Schools and chairs the Mid-Valley Sexual Incident Response Committee (SIRC) team. She has extensive experience providing assessment and consultation services for special education and high-risk circumstances in both clinical and educational settings. After several years as the student threat assessment lead for Willamette ESD, she joined Salem Keizer Public in 2012 to coordinate and further develop the Sexual Incident Response Committee (SIRC), providing program oversight and revision, staff training and consultation regarding issues of problematic sexual behavior and criminal sexual harm within a student population. She serves on the board of the Oregon Adolescent Sex Offending Treatment Network (OASOTN), the Marion County’s Child Abuse MDT Sexual Behavior Under 12 Committee, the Mid Valley Student Threat Assessment Team, the Marion County Threat Advisory Team and the Oregon Sexual Assault Task Force, Offender Management Committee. As a school psychologist and a licensed clinical social worker, Shelley regularly provides training and consultation regarding the mitigation of sexual harm within education settings and the implementation of the Salem-Keizer Sexual Incident Response Committee System to districts and community agencies throughout the region.
