Special Education In-Depth: Early Childhood Special Education (ECSE) to Kindergarten Transition
This training provides an overview of the transition process from ECSE to Kindergarten Special Education. Participants will explore the legal requirements, team responsibilities, and culturally responsive strategies to ensure a smooth, supportive experience for children and families. Participants will learn how to develop compliant IEPs, utilize Part B 619 funds to support transition efforts, and engage in collaborative planning that respects each child's unique strengths and cultural background. Practical tools and timelines will guide participants in creating inclusive and coordinated transition experiences.

Instructors:
Malory Turner serves as the Special Education Professional Learning Coach, Traumatic Brain Injury (TBI) Liaison, and Regional Technical Assistance Provider at NWRESD. In her role, she collaborates with special educators, specialists, related service providers, and directors to deliver professional learning and technical assistance that supports their work. Malory holds a Master of Arts in Teaching in Special Education from Pacific University, a Bachelor of Science in Human Development and Family Sciences with a focus on Human Services from Oregon State University, and a Certificate in Childhood Studies from Bangor University. With a strong commitment to supporting individuals with disabilities, Malory brings a wide range of experience in both educational and therapeutic recreational settings. She has worked in education for nearly a decade, serving in roles such as Special Education Instructional Assistant, Special Education Teacher, Mentor Teacher, and Teacher Leader.
Jessie Padilla holds an administrator’s license from Portland State University and earned master’s and bachelor’s degrees in education from Western Oregon University. Jessie has been working in education for more than a decade and has eight years of classroom experience. She’s also worked as a behavior specialist and assistant principal. She speaks conversational Spanish and has an English as a second language teaching endorsement. Currently, Jessie is the principal of NWRESD’s early learning programs in Columbia County. In this role, Jessie ensures babies, toddlers, and preschoolers are receiving the special education services and supports they are entitled to under the law. In addition to collaborating with families and overseeing staff, Jessie also partners with pediatricians and other early childhood health care providers to ensure children who are eligible for services are receiving them.
