IEP Refresher: Placement & Least Restrictive Environment
This refresher supports IEP teams in making individualized placement decisions grounded in Least Restrictive Environment requirements. Participants will review federal and Oregon guidance, explore how services and supports drive placement (not the reverse), and strengthen documentation practices that clearly reflect the continuum of options considered.
Participants will be able to:
- Explain LRE requirements and how they guide placement decisions
- Apply the continuum of alternative placements when determining educational placement
- Distinguish services, supports, and placement
- Avoid common LRE and placement compliance errors, including predetermined placements and over-segregation
- Document placement discussions and decisions clearly to reflect individualized team decision-making

Instructor:

Malory Turner serves as the Special Education Professional Learning Coach, Traumatic Brain Injury Liaison, and Regional Technical Assistance Provider at NWRESD. She collaborates with educators, specialists, and district leaders to provide high-quality professional learning and technical assistance focused on special education processes and IEP development. Malory was recognized with the Noel Connall Instruction and Professional Development Award from the Oregon Education Association for her instrumental role in developing and delivering exceptional special education training and resources. She holds a Master’s in Special Education from Pacific University and brings nearly a decade of experience as an inclusion assistant, special educator, and mentor teacher supporting students with disabilities across a range of settings.
